homeless?

I saw this a few months ago on my way back from the gym. This was taken on Sunrise Ave a block or so before hwy 50. This guy is standing on the corner holding a sign asking for money. Oh, and his pants are barely staying up, he has no shirt on, and he's holding his cigarette in the hand hiding behind his back. I was so appalled. Seriously, who would give this guy money? I do not feel sorry for him. Worst idea ever.
